{"id":24781,"date":"2015-08-05T22:18:11","date_gmt":"2015-08-06T03:18:11","guid":{"rendered":"http:\/\/law.marquette.edu\/facultyblog\/?p=24781"},"modified":"2015-09-29T14:56:29","modified_gmt":"2015-09-29T19:56:29","slug":"an-expanded-water-law-and-policy-initiative","status":"publish","type":"post","link":"https:\/\/law.marquette.edu\/facultyblog\/2015\/08\/an-expanded-water-law-and-policy-initiative\/","title":{"rendered":"An Expanded Water Law and Policy Initiative"},"content":{"rendered":"<p>We <a href=\"https:\/\/law.marquette.edu\/assets\/marquette-lawyers\/pdf\/marquette-lawyer\/2008-summer\/Summer08pp10-15.pdf\"> frequently<\/a> say that Marquette Law School hopes to be a place <a href=\"https:\/\/law.marquette.edu\/assets\/marquette-lawyers\/pdf\/marquette-lawyer\/2008-summer\/Summer08pp10-15.pdf\">of which the community remarks<\/a>,\u201cThat\u2019s where you take the hard problems, the ones that affect us all.\u201d\u00a0As we observe the course of events in California and other parts of the world, it seems difficult to imagine a problem more intractable or more universal\u2014a problem <i>harder<\/i>\u2014than ensuring the availability of fresh water for domestic, medical, agricultural, and industrial uses.\u00a0Indeed, Pope Francis<a href=\"http:\/\/w2.vatican.va\/content\/francesco\/en\/encyclicals\/documents\/papa-francesco_20150524_enciclica-laudato-si.html\" target=\"_blank\"> recently cautioned in an encyclical <\/a>that water, which is \u201cindispensable for human life,\u201d is \u201ca fundamental right,\u201d and he called for all interested parties to engage in \u201can open and respectful dialogue\u201d about relevant policies and laws. Closer to home, with <a href=\"http:\/\/law.marquette.edu\/prospective-students\/matthew-parlow-profile\" target=\"_blank\">Associate Dean Matt Parlow\u2019s leadership<\/a>, the Law School has been actively engaged in the Milwaukee regional water initiative since its creation last decade; more recently, the Law School has sought to respond to<a href=\"https:\/\/news.marquette.edu\/news-releases\/in-inaugural-address-marquettes-lovell-maps-out-future-priorities-vision\/\" target=\"_blank\"> President Michael R. Lovell\u2019s call <\/a>for greater engagement by Marquette University with matters involving water.<\/p>\n<p>In these circumstances, it is a great pleasure to announce an expanded Water Law and Policy Initiative which will seek to help establish the Law School and, more broadly, Marquette University as a center for study, exploration, discussion, and education concerning water issues.\u00a0Using an interdisciplinary and collaborative approach, the initiative will seek, among other things, to assess the legal and regulatory aspects of water policy, to pursue opportunities for information exchange and collaboration within and outside the University, and to provide the means for those involved in Milwaukee\u2019s water initiative to become better informed on legal and policy aspects of critical water-related issues.<img loading=\"lazy\" decoding=\"async\" class=\" size-medium wp-image-24783 alignright\" src=\"http:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2015\/08\/image001-201x300.jpg\" alt=\"image001\" width=\"201\" height=\"300\" srcset=\"https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2015\/08\/image001-201x300.jpg 201w, https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2015\/08\/image001-685x1024.jpg 685w, https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2015\/08\/image001.jpg 791w\" sizes=\"auto, (max-width: 201px) 100vw, 201px\" \/><\/p>\n<p>I am also pleased to announce the appointment of David Strifling as the Initiative\u2019s inaugural director.\u00a0Dave is a Marquette lawyer (L\u201904) and Marquette engineer (L\u201900) with a Harvard master\u2019s.\u00a0He has served as an adjunct professor here for several years, practiced at Quarles &amp; Brady, and previously taught at Temple University\u2019s Beasley School of Law in Philadelphia.\u00a0He has extensive practical experience in both environmental law and environmental engineering and holds active licenses in both disciplines, making him almost uniquely qualified to move this project forward in an interdisciplinary way; further background about Dave is <a href=\"https:\/\/law.marquette.edu\/faculty-and-staff-directory\/detail\/1739739\" target=\"_blank\">available here<\/a>. We are able to pursue this initiative because of support from the <a href=\"http:\/\/www.marquette.edu\/innovation\/strategic-innovation-fund.php\" target=\"_blank\">University\u2019s Strategic Innovation Fund<\/a> and from the <a href=\"http:\/\/law.marquette.edu\/marquette-lawyers\/annual-planned-gifts\" target=\"_blank\">Law School\u2019s Annual Fund<\/a>.
