and Policy Aspects of the Water-Energy Nexus"},"content":{"rendered":"<p>Modern systems of water and energy are tightly intertwined.\u00a0 Significant amounts of water are expended during the phases of energy production, from resource extraction to final generation.\u00a0 In turn, energy powers the equipment that extracts groundwater or surface water, purifies water to the <a href=\"http:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2015\/09\/EWN.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-24944 alignleft\" src=\"http:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2015\/09\/EWN.png\" alt=\"EWN\" width=\"290\" height=\"174\" \/><\/a>standards required for human consumption, pumps water to our communities and businesses, and finally treats wastewater before releasing it to the environment.\u00a0 That relationship was the focus of a joint meeting held here at Marquette University earlier this month between <a href=\"http:\/\/www.thewatercouncil.com\/\">The Water Council<\/a> and the <a href=\"http:\/\/m-werc.org\/\">Mid-west Energy Research Consortium<\/a>.\u00a0 The two organizations plan to\u00a0design a joint roadmap to advance local efforts, including academic research, in the \u201cenergy-water nexus.\u201d<\/p>\n<p>To date, significantly less attention has been paid to the legal and policy aspects of this \u201cnexus.\u201d\u00a0 Policy strategies surrounding the \u201cnexus\u201d have generally focused on efficiency measures to limit demand for both water and energy, especially in sectors that use both such as agriculture and power generation.\u00a0 More innovation solutions might include sustainability index measurements, pricing corrections, and alternative decisional frameworks that include broader groups of stakeholders.<\/p>\n<p>The conceptual \u201cnexus\u201d model is not without its critics, however.<\/p>\n<p><!--more--><\/p>\n<p>Some observers have argued that the spectrum of elements making up the \u201cnexus\u201d isn\u2019t broad enough.\u00a0 A <a href=\"http:\/\/www.fao.org\/nr\/water\/docs\/FAO_nexus_concept.pdf\">recent United Nations report<\/a> took the position that the \u201cnexus\u201d should include consideration of food production technologies and policies, because agriculture \u2013 especially when made possible by irrigation \u2013 often requires copious amounts of both water and energy.\u00a0\u00a0 Still others make the case, <a href=\"http:\/\/www3.weforum.org\/docs\/WEF_WI_WaterSecurity_WaterFoodEnergyClimateNexus_2011.pdf\">as in a recent World Economic Forum report<\/a>, that those studying the \u201cnexus\u201d should also consider climate effects on water supplies, food production, and energy demand.\u00a0 \u00a0Related resources such as forests could also be included, although at some point overextension of the study area could render it nearly all-encompassing and reduce its utility as a thought paradigm.<\/p>\n<p>Alternatively, <a href=\"http:\/\/www.aguanomics.com\/2014\/08\/another-flaw-in-energy-water-nexus.html\">some economists have argued<\/a> that the water and energy resource systems should be separately managed; or more specifically, that the \u201cnexus\u201d would not exist if resource prices were appropriately adjusted for scarcity and externalities.\u00a0 At least with respect to water prices, that doesn\u2019t seem likely anytime soon.<\/p>\n<p>Sound management of these resources calls for an integrated, cross-disciplinary, and strategic approach.\u00a0 Milwaukee\u2019s efforts to position itself as a world water hub make it an ideal location to explore these issues, as the Water Council and M-WERC \u2013 and Marquette \u2013 are poised to
