{"id":25122,"date":"2015-11-05T15:48:32","date_gmt":"2015-11-05T20:48:32","guid":{"rendered":"http:\/\/law.marquette.edu\/facultyblog\/?p=25122"},"modified":"2015-11-05T15:48:32","modified_gmt":"2015-11-05T20:48:32","slug":"back-to-the-future-revisiting-milwaukee-2015-water-jobs-and-the-way-forward","status":"publish","type":"post","link":"https:\/\/law.marquette.edu\/facultyblog\/2015\/11\/back-to-the-future-revisiting-milwaukee-2015-water-jobs-and-the-way-forward\/","title":{"rendered":"Back To The Future &#8211; Revisiting \u201cMilwaukee 2015: Water, Jobs, and the Way Forward\u201d"},"content":{"rendered":"<p style=\"text-align: left;\">During a time-travel scene in the 1989 film \u201cBack to the Future II,\u201d director Robert Zemeckis and writer Bob Gale attempted to predict the world of <a href=\"http:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2015\/11\/Banner-logo-Earth-in-a-drop.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-25123 alignleft\" src=\"http:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2015\/11\/Banner-logo-Earth-in-a-drop.jpg\" alt=\"Banner logo - Earth in a drop\" width=\"127\" height=\"217\" \/><\/a>October 2015.\u00a0 They <a href=\"http:\/\/abcnews.go.com\/US\/back-future-part-ii-scored-2015-predictions\/story?id=27946920\">got some things right and others wrong.<\/a> \u00a0\u00a0Zemeckis and Gale aren\u2019t the only ones who made predictions about 2015, however.\u00a0 Six years ago, in November 2009, Marquette Law School\u2019s Public Policy Initiative <a href=\"http:\/\/law.marquette.edu\/facultyblog\/2009\/11\/02\/water-jobs-and-the-way-forward\/\">convened a conference entitled \u201cMilwaukee 2015: Water, Jobs, and the Way Forward.\u201d<\/a>\u00a0 The speakers included Wisconsin\u2019s then-Governor Jim Doyle, Milwaukee Mayor Tom Barrett; and Badger Meter\u2019s Rich Meeusen, co-chair of what was then called the Milwaukee 7 Water Council (and now is simply <a href=\"http:\/\/thewatercouncil.com\/\">The Water Council<\/a>).\u00a0 The conference\u2019s key theme was making southeast Wisconsin the hub of freshwater-related business in North America.<\/p>\n<p>Meeusen delivered one of the gathering\u2019s most memorable lines: \u201cMy dream is, by 2015, when people think water, they think Milwaukee.\u201d\u00a0 Another speaker, Anselmo Teixeira of Siemens, noted that as of 2009 no water technology hub had been established in North America.\u00a0 Teixeira recognized Milwaukee\u2019s advantages in seeking to become such a center, but cited the need for government, university, and business leaders to do \u201cthe right things.\u201d\u00a0\u00a0\u00a0 Six years later, in the conference\u2019s title year, we can begin to evaluate whether Meeusen\u2019s dream has become a reality.<\/p>\n<p><!--more--><\/p>\n<p>One can easily make the argument that over the past six years, Milwaukee has become synonymous with water sector innovation; indeed, recent articles in <a href=\"http:\/\/www.economist.com\/news\/united-states\/21660160-could-water-be-midwests-ticket-economic-rebirth-rustbelt-bluebelt\">The Economist<\/a>, the <a href=\"http:\/\/www.chicagotribune.com\/news\/globalcity\/ct-water-tech-hub-met-20150612-story.html#page=1\">Chicago Tribune<\/a>, and the <a href=\"http:\/\/www.buffalonews.com\/city-region\/environment\/can-the-great-lakes-become-an-engine-for-growth-again-20150829\">Buffalo News<\/a>, are among the many recognizing Milwaukee\u2019s leadership role in water matters.\u00a0 \u00a0In 2013 <a href=\"http:\/\/www.forbes.com\/sites\/joannmuller\/2013\/03\/27\/the-capital-of-water\/\">Forbes Magazine called Milwaukee \u201cthe capital of water.\u201d<\/a>\u00a0 Some skeptics continue to claim that all of this is the product of an elaborate public relations campaign with little substance; <a href=\"http:\/\/urbanmilwaukee.com\/2015\/01\/06\/murphys-law-milwaukees-miraculous-water-hub\/\">\u201csmoke and mirrors<\/a>,\u201d when put in appropriate context.\u00a0 But they are in the distinct minority, especially amid enduring and concrete signs of the region\u2019s progress:<\/p>\n<ul>\n<li>The <a href=\"http:\/\/thewatercouncil.com\/about-us\/facilities\/\">Global Water Center<\/a>, a seven-story, 98,000 square foot building in Milwaukee\u2019s Third Ward, opened in 2013 and is already 99 percent occupied with dozens of water-related tenants. A second building, the Global Water Center II, is scheduled to open in late 2016.<\/li>\n<li>A <a href=\"http:\/\/www.biztimes.com\/2015\/09\/25\/milwaukees-water-technology-district-spurred-211-6-million-in-development\/\">recent economic analysis<\/a> of the \u201cWater Technology District\u201d in Milwaukee\u2019s Walker\u2019s Point neighborhood estimated that $211.6 million worth of development has occurred in the area since 2012.<\/li>\n<li>In total, the Water Council estimates that there are now over 200 water technology businesses in the region, along with academic programs at <a href=\"http:\/\/www.marquette.edu\/engineering\/water-quality-center.php\">Marquette<\/a> (including the Law School\u2019s newly-expanded <a href=\"https:\/\/law.marquette.edu\/programs-degrees\/water-law-water-law-and-policy-initiative\">Water Law and Policy Initiative<\/a>, intended to complement the region\u2019s existing strengths in science and technology), <a href=\"http:\/\/uwm.edu\/freshwater\/\">UW-Milwaukee<\/a>, and <a href=\"https:\/\/www.uww.edu\/cobe\/water\">UW-Whitewater<\/a>.<\/li>\n<li>Summarizing these developments, USEPA Administrator <a href=\"https:\/\/www.beaconreader.com\/chris-bentley\/chasing-blue-gold-in-milwaukee-and-cincinnati\">Gina McCarthy said in 2014<\/a> that Milwaukee will \u201cbe the freshwater capital of the world.\u201d<\/li>\n<\/ul>\n<p>Even proponents of Milwaukee\u2019s growing status as a water hub would likely admit that much work remains.\u00a0 For example, one primary goal of the conference participants was attracting \u201cthirsty\u201d industries from other parts of the country (such as Atlanta) to Milwaukee, even to the point of offering free or reduced price water as an incentive.\u00a0 It\u2019s not clear that has happened yet, or that such incentives would make good policy.\u00a0 Nevertheless, it would be difficult to argue that Milwaukee has not positioned itself well to take advantage of such opportunities if and when they arise.\u00a0 Put another way, Milwaukee\u2019s leaders have done much to clear \u201cThe Way Forward\u201d of the obstacles perceived in
