{"id":30443,"date":"2023-04-18T09:40:49","date_gmt":"2023-04-18T14:40:49","guid":{"rendered":"https:\/\/law.marquette.edu\/facultyblog\/?p=30443"},"modified":"2023-04-25T16:41:05","modified_gmt":"2023-04-25T21:41:05","slug":"why-did-tony-evers-outperform-mandela-barnes","status":"publish","type":"post","link":"https:\/\/law.marquette.edu\/facultyblog\/2023\/04\/why-did-tony-evers-outperform-mandela-barnes\/","title":{"rendered":"Why did Tony Evers outperform Mandela Barnes?"},"content":{"rendered":"\n<p>Tony Evers won reelection as governor by an <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/analysis\/2023\/04\/17\/wisconsin-supreme-court-race-has-alarm-bells-ringing-for-republicans-heading-into-2024-elections\/70111854007\/\">unusually large margin<\/a> for a top-of-the-ticket November election in Wisconsin. He received 51.1% of the vote, compared to 47.8% for his challenger, Republican Tim Michels.<\/p>\n\n\n\n<p>Simultaneously, Republican Senator Ron Johnson was also reelected, albeit more narrowly. Johnson won 50.4% of the vote, while his Democratic challenger Mandela Barnes took 49.4%.<\/p>\n\n\n\n<p>Expressed in margin terms, the outcome of the governor\u2019s race was a 3.4-point <em>Democratic<\/em> victory, and the outcome of the senate race was a 1.0-point <em>Republican<\/em> win, meaning the two races saw a net spread of 4.4 points. That\u2019s no small thing in a state as narrowly divided as Wisconsin, where the 2000, 2004, 2016, and 2020 presidential races were all decided by less than 1 point. (In fact, the last two presidential candidates to actually win a majority of the vote are Barack Obama and Michael Dukakis.)<\/p>\n\n\n\n<p>Many observers were surprised by this gap between Evers and Barnes\u2014the two most prominent statewide Democratic candidates. Some suggested that a <a href=\"https:\/\/www.theguardian.com\/us-news\/2022\/nov\/04\/wisconsin-republicans-racist-attack-ads-democrat-mandela-barnes\">wave<\/a> of <a href=\"https:\/\/www.nytimes.com\/2022\/10\/25\/us\/politics\/crime-ads-racism-republicans.html\">racist<\/a> <a href=\"https:\/\/wisconsinexaminer.com\/2022\/11\/09\/mandela-barnes-concedes-to-ron-johnson-after-losing-by-1\/\">attack<\/a> ads accounted for Barnes\u2019 narrow loss. Certainly, publicly available polling showed a <a href=\"https:\/\/milwaukeenns.org\/2023\/01\/05\/many-factors-contributed-to-ron-johnsons-november-victory-observers-say-race-was-most-likely-one-of-them\/\">marked decline<\/a> in support for Barnes between the primary and the general election, consistent with the timing of the anti-Barnes advertising blitz.<\/p>\n\n\n\n<p>Still, after comparing the two marquee races to everything else on the ballot, it\u2019s clear that Barnes\u2019 performance isn\u2019t unusual. Instead, Evers\u2019 strong performance and the enduring significance of incumbency advantage are what stand out.<\/p>\n\n\n\n<!--more-->\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><a href=\"https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image.png\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image.png\" alt=\"Table showing the 2022 vote margin in selected races\" class=\"wp-image-30444\" width=\"623\" height=\"368\" srcset=\"https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image.png 830w, https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image-300x177.png 300w, https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image-768x453.png 768w\" sizes=\"auto, (max-width: 623px) 100vw, 623px\" \/><\/a><\/figure>\n\n\n\n<p>Not a single incumbent lost in November 2022, out of the 90 running. That includes the 10 state senate, 76 state assembly, and 4 statewide officers seeking reelection.<\/p>\n\n\n\n<p><a href=\"https:\/\/law.marquette.edu\/facultyblog\/2023\/04\/incumbency-advantage-in-the-2022-wisconsin-assembly-election\/\">Elsewhere, I have modeled<\/a> the advantage provided by incumbency in contested state assembly races. I found that incumbency is worth about 4 points at the margin. In other words, in a race that we\u2019d otherwise expect to be 50\/50, an incumbent candidate will probably win 52% of the vote. Democratic and Republican incumbents benefit equally.<\/p>\n\n\n\n<p>I don\u2019t expect incumbency advantage to be the same size in statewide races, because they generally feature better known and funded challengers. Still, given the pattern in Assembly races, it\u2019s no surprise that incumbents also seem to benefit statewide.<\/p>\n\n\n\n<p>The graph below compares the vote for US Senator (y-axis) with the votes for each other statewide office (x-axes). Each dot represents a reporting unit\u2014the smallest unit for which election data is available. If a dot lies above the diagonal orange line, it means that Mandela Barnes did <em>better<\/em> than the Democrat in the comparison race. If the dot is below the orange line, it means Barnes received a smaller share of the vote.<\/p>\n\n\n\n<p>In each case, the votes are <em>highly<\/em> correlated, but some patterns are still evident. Barnes did noticeably worse than Evers and slightly worse than Attorney General Josh Kaul or Secretary of State Doug LaFollette. On the other hand, Barnes received a nearly identical share of the vote as the Democratic candidate in the open race for State Treasurer. In each case, a direct linear relationship is apparent. Barnes generally did slightly better than Democratic Assembly candidates running against Republican incumbents. He generally fared slightly worse than incumbent Democrats. And he performed nearly identically to Assembly Democratic candidates in open races.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image-2.png\"><img loading=\"lazy\" decoding=\"async\" width=\"936\" height=\"416\" src=\"https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image-2.png\" alt=\"scatterplots comparing Barnes vote share with Assembly Democrats\" class=\"wp-image-30446\" srcset=\"https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image-2.png 936w, https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image-2-300x133.png 300w, https:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2023\/04\/image-2-768x341.png 768w\" sizes=\"auto, (max-width: 936px) 100vw, 936px\" \/><\/a><\/figure>\n\n\n\n<p>When benchmarked against the other Democratic candidates on the ballot, Mandela Barnes\u2019 2022 senate campaign no longer looks unusual. If anything, he might have performed slightly better than expected. Despite facing a Republican incumbent, he ran basically as well as other Democrats in open races.<\/p>\n\n\n\n<p>Incumbency effects aren\u2019t large, but in a narrowly divided state like Wisconsin, they can make the difference between winning and losing.<\/p>\n\n\n\n<p class=\"has-large-font-size\">Map Supplement<\/p>\n\n\n\n<p>The following maps show the difference between Barnes performance and various other Democrats in each reporting unit used in the November 2022 election. Purple indicates that Barnes got less of the vote than the other Democrat.
