{"id":7837,"date":"2009-11-05T12:00:34","date_gmt":"2009-11-05T17:00:34","guid":{"rendered":"http:\/\/law.marquette.edu\/facultyblog\/?p=7837"},"modified":"2009-11-05T12:00:34","modified_gmt":"2009-11-05T17:00:34","slug":"obamas-applause-lines-on-education","status":"publish","type":"post","link":"https:\/\/law.marquette.edu\/facultyblog\/2009\/11\/obamas-applause-lines-on-education\/","title":{"rendered":"Obama&#8217;s Applause Lines on Education"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-7842\" style=\"margin-left: 10px; margin-right: 10px;\" title=\"teacher\" src=\"http:\/\/law.marquette.edu\/facultyblog\/wp-content\/uploads\/2009\/11\/teacher.jpg\" alt=\"teacher\" width=\"120\" height=\"81\" \/>President Barack Obama&#8217;s 35-minute speech on education at Wright Middle School in Madison on Wednesday was interrupted by applause at many points, but most of\u00a0the reaction was pretty low-key.\u00a0Three lines\u00a0drew what seemed to be more enthusiastic responses from the crowd of more than 500, most of them teachers, parents, and students at the\u00a0250-student school.\u00a0Each of those lines says something significant about public sentiment and\u00a0Obama administration priorities on education issues.<\/p>\n<p>One: Obama said, &#8220;I&#8217;ve got to be honest, we&#8217;ve got to do a better job of moving bad teachers out of the classroom, once they&#8217;ve been given an opportunity to do it right.&#8221; His calls for recruiting higher-quality teachers and rewarding top teachers better didn&#8217;t get applause, but this line did. Secretary of Education Arne Duncan said in a telephone interview after the speech that this didn&#8217;t surprise him &#8212; it happens wherever the president speaks about education, he said. Raising the quality of teachers, in large part by doing more to\u00a0identify quality teachers (and those who aren&#8217;t) is one of the highest, but most difficult, priorities for Obama and Duncan.\u00a0And moving out the ones who really aren&#8217;t good at it is especially difficult, particularly given the defensiveness of teachers&#8217; unions when such issues come up.<\/p>\n<p>Two: His call for overhauling the way testing is done nationwide.\u00a0 <!--more--><br \/>\nHe said he didn&#8217;t want to see more testing. &#8220;What we want to do is finally get testing right.&#8221; he said. This drew applause, and so did a line about\u00a0getting test \u00a0results back to\u00a0teachers in a short enough time to be useful. Wisconsin&#8217;s current testing regimen means students are taking the annual tests\u00a0this month, but\u00a0schools won&#8217;t get results\u00a0for several months. This is hugely unpopular in the state, with educators arguing it leaves results almost useless to them. One of the highest priorities for a revamping\u00a0of the state testing system is speeding up the cycle.<\/p>\n<p>Three: His call for parents to do more to\u00a0be part of the education\u00a0process.\u00a0&#8220;Lifting up American education is not a task for government alone.\u00a0 It will take parents getting more involved,&#8221; Obama said. (He then\u00a0digressed into an anecdote about his daughter Malia struggling with tests in science, which also clearly struck a chord with the audience.) Duncan said the call for parents to do more\u00a0also consistently generates\u00a0warm reactions.\u00a0A subject of\u00a0huge importance but formidable complexity, parent\u00a0involvement is getting more attention from educators across the U.S., including in Milwaukee. There appears to be a growing belief that schools can do more than simply throw up their hands\u00a0when it comes to parents, and\u00a0that strategies exist to lead many parents to\u00a0become better
