753w\" sizes=\"auto, (max-width: 186px) 100vw, 186px\" \/><\/a>The <a href=\"http:\/\/www.sentencingproject.org\/\">Sentencing Project <\/a>has just published a new edition of <em><a href=\"http:\/\/www.sentencingproject.org\/NewsDetails.aspx?NewsID=691\">Reducing Racial Disparity in the Criminal Justice System<\/a><\/em>, a manual for\u00a0policymakers that describes numerous best practices for addressing disparities.\u00a0 This publication should be of particular interest in Milwaukee and Wisconsin, which have some of the worst\u00a0criminal justice\u00a0disparities in the nation.\u00a0 As The Sentencing Project described in a <a href=\"http:\/\/www.sentencingproject.org\/PublicationDetails.aspx?PublicationID=614\">May publication<\/a>, blacks in Milwaukee are seven times more likely than whites to be arrested for a drug offense, the second-highest such disparity among the forty-three major American cities analyzed.\u00a0 Similarly, <a href=\"http:\/\/hrw.org\/reports\/2008\/us0508\/\">a state-level analysis<\/a> by Human Rights Watch determined that blacks in Wisconsin are forty-two times more likely than whites to receive a prison term for a drug conviction, the highest such disparity\u00a0among the thirty-four states studied.<\/p>\n<p>Of course, to say that there are racial disparities is not to say the disparities\u00a0are necessarily unwarranted.\u00a0 For instance, if it turned out that blacks committed serious drug crimes more frequently than whites, then at least some of statistical disparities might be warranted.\u00a0 Still, the magnitude of the racial disparities in Milwaukee and Wisconsin\u00a0is so high, particularly in comparison to national norms, that there is good reason to believe we do
