Prof. O’Hear is a leading scholar on criminal sentencing. Prof. Franklin is the director of the Marquette Law School Poll. Together, they will analyze the results of a 2013 Marquette Law School public opinion survey showing Wisconsin voters favor truth in sentencing, but also favor cost-effective sentencing that moves prisoners into less expensive forms of punishment when it is safe to do so.
