As a past associate deputy chief of staff for the U.S. Congress Joint Committee on Taxation, Ms. Smith will be bringing a unique and insightful perspective on current issues relating to health care reform as we head into the beginning of the second year of operation of federal and state health marketplaces. As a veteran of Capitol Hill and with extensive experience dealing with the relevant regulatory agencies, she will address current legislative and regulatory issues, including the state of play with respect to health marketplaces, employer obligations, and insurance market reform issues.

Every day, unmet health-harming legal needs keep vulnerable Americans, particularly the 50 million Americans living in poverty, from getting and staying healthy. In many instances, traditional health care services—no matter how expertly administered, and no matter how capable and compassionate the clinician—will not improve individual health. Medical-legal partnerships (MLP) bridge this gap.
MLP is a health care delivery model that embeds legal professionals from the legal aid, law school, and private sector pro bono communities directly into health care delivery teams to improve the health and well-being of low-income and other vulnerable populations by addressing unmet legal needs and removing legal barriers that impede good health.

Ms. Maher will provide an update on recent ethics opinions and insight into the wide variety of ethics challenges lawyers face in a world where everything seems to move at the speed of light.
